The Portland-Khabarovsk Sister City Association is supported and – just as importantly- validated by its Members. The general operating budget comes solely from membership dues, with all programs funded by donors and grants, not the City of Portland. PKSCA is a recognized 501(c)(3) nonprofit organization, making donations tax-deductible. (According to IRS regulations, your payment record is sufficient to document a cash charitable donation, but we can also provide a “Thank You!” receipt noting the amount donated upon request.)
