On October 24, 2023, the Portland-Khabarovsk Sister City Association (“PKSCA”) Board of Directors adopted a Platform for Peace in Ukraine articulating a basis for the end of hostilities between Russia and Ukraine. The Platform accepts (in lieu of all other historical and/or cultural precedent) the territorial limits mutually agreed upon dissolution of the former Soviet Union, acknowledges both the Russian and Ukrainian “peoples”, and asserts that the rights of nation-states are limited to those necessary to fulfill the purpose for which the nation-states are recognized in international law.
The Board recommends the Platform for Peace to the Association’s members and to any other person interested in advancing a peaceful resolution to the war in Ukraine. We ask that reviewers scrutinize each of the seven Articles separately, irrespective of any predisposition, and invite comment on each of the Articles and on the Platform as a whole.
PKSCA is, and always has been, dedicated to the well-being of our comrades in Khabarovsk, Russia. The Board believes that adherence to the principles espoused in the Platform for Peace (which would not infringe upon Russian culture or autonomy) represents the best path to prosperity for all peoples.
